Even though cable operators have been testing voice over internet protocol since as early as 2000, they have yet to overcome technical hurdles that prevent its large-scale deployment. As a result, the first commercial cable VoIP services are unlikely to be launched before mid-2003, when updated standards-based equipment becomes available. Broadband cable operator Callahan Associates International, one of the most active proponents of VoIP, has delayed the rollout of VoIP services by a further nine months, blaming "technology-based issues" for the hold-up. The launch was originally scheduled for September last year, then postponed until December 2001 and now this autumn.
