The European Commission has launched a tender for a pan-European satellite service, which could improve the technology's prospects as a cost-effective way to give rural areas access to broadband. The Commission's plan will allow one operator to offer services across Europe under a single licence in the 2GHz S-Band, rather than having to apply separately in each of the 27 territories. Some observers have expressed concern that the likely high cost of a single licence compared with that of individual national licences means that smaller operators may be squeezed our of the market.
