The European Commission is expected to introduce legislation in mid-2009 that would put telecoms operators at risk of multi-million-euro damage claims from disgruntled customers. On April 2, the Commission published a white paper that proposes measures to help victims of competition-law breaches receive compensation for the harm they have suffered. The measures could, for example, encourage businesses and consumer groups to bring class-action suits against Telefonica for abusing its dominant position in Spain's broadband market between 2001 and 2006.
