Officials of the body and the Homeland Security Department 抯 Office of EmergencynCommunications pointed to 揷hallenges in obtaining agreement among ECPC members on group decisions, gainingnthe acceptance of its stakeholders when promoting a strategy to achieve interoperable communications, providing andndemonstrating value to its members, maturing as an interagency body, and working to define its relationships with othernorganizations with similar goals and objectives,?the GAO said.
