INCUMBENTS, CLECS SPLIT OVER BUNDLING FIBER, HYBRID LOOPS

The FCC is considering nearly 20 comments regarding Cbeyond 抯 petition for a requirementnthat ILECs provide unbundled access to fiber and hybrid loops. As expected, most ILECs andntrade associations want the commission to maintain its position that incumbents and CLECsnshould face the same entry barriers when it comes to providing broadband services over FTTHnloops. CLECs supported the petition overall, but some disagreed with Cbeyond 抯nsuggestions for pricing unbundled access. Most of the groups opposing the petition agreednthat the commission 抯 position promotes broadband investment and competition.
