Mark Pryor, a Democrat, and John Boozman, a Republican, have asked thenFCC to hold off carrying out changes in USF and intercarrier compensation until rural carriersncan figure out how they will affect investment and other business plans, determine the fullnimpact of the proposed reforms on their future business and investment plans. “Changes tonthe Universal Service Fund must be balanced, ensure regulatory certainty, provide predictablensupport, and encourage further public and private investment in rural areas,” they wrotenChairman Julius Genachowski.
