Within the space of 18 months, from September 2001 to March 2003, the US intelligence community experienced two of its worst-ever intelligence failures. The inability to prevent the 11 September attacks on New York and Washington DC has been compared to the strategic surprise of Pearl Harbor; flawed and manipulated intelligence in relation to Iraq has been blamed for the worst foreign-policy decision in a generation, if not in the history of the United States.
