This volume, which belongs to a series devoted to security and governance, conveys much the same general message as The United Nations Security Council and War, that is, that the UN Security Council is more powerful and efficient than is generally acknowledged. It proceeds, however, from a totally different perspective, that of international-relations theory. Rather than starting from an exposition of cases and from the evolution of the council's practice over its history in order to draw broader lessons, it starts from one of the most difficult and elusive concepts of political science, that of authority, to make the case that the council has effectively developed its own authority in a number of fields, and somehow managed to constrain the autonomy of states.
