In On Flexibility, Meir Finkel, Director of the Israeli Defense Force's Ground Forces Concept Development and Doctrine Department, examines how armed forces cope with technological and doctrinal surprise. He argues persuasively that efforts to solve the problem of surprise in war through improved intelligence and prediction have fallen short and that rapid recovery from surprise based on flexibility should serve as the guiding principle for military force planning and development.
