Dr Roger Hurwitz, Research scientist at the MIT Computer Science & Artificial Intelligence Laboratory paid a visit to the IISS for a discussion meeting on 25 May. Dr Hurwitz - who is also a senior Fellow at the Canada Centre for Global Security Studies at the University of Toronto, and a founder of Explorations in Cyber International Relations (ECIR) at Harvard and MIT - reviewed in details six areas of cyber behaviour, such as military operations and cybercrime, where norms, in the sense of shared expectations, could help stabilise international relations in cyberspace. He also evaluated proposed norms and how they can contribute to states' cyber security and defence strategies. Nigel Inkster, Director of Transnational Threats and Political Risk, moderated the event.
