In the twenty-first century nuclear weapons are no longer very hard to make. Impoverished North Korea has succeeded, and Iran continues apace with its nuclear programme, despite international export controls, economic sanctions and political condemnation. With the diffusion of nuclear-weapons technology, even terrorists could make a weapon if they got access to a small amount of nuclear-weapons material.
