Описаны пути и средства информатизации, интеллектуализации и автоматизации процессов управления сложными интегральными проектами (мегапроектами) с помощью современных информационных технологий (IT). Показана роль и принципиальная возможность полной виртуализации проектирования, что значительного сокращает сроки реализации планов строительства и повышает качество проектов.%IT essentially expand possibilities of influence of a wide range of citizens (scientists, specialists experts) on acceptance of the vital decisions which on traditional technology were worked out by a narrow circle of experts and politicians. Therefore implementation of IT will promote processes of informatization of democratization of society. Serial implementation of IT in project management in on the line mode is executed step by step ?from simple to complicated)), from solutions of local tasks to the global. The most important achievement of IT is a combination of procedures of planning, engineering and monitoring of implementation processes of the project on the basis of the created virtual project. The unified information basis (the virtual project) allows to avoid various mismatches between participants, integrating all projects and administrative processes into a single system of project management. All basic elements of the project are supervised by project board by the analysis of the current discrepancies of the actual and planned indicators. In the presence of deviations decisions on overcoming of deviations are made during project operations. Possibility of the free access in on the line mode to virtual project and described above information, is the new attribute of open society.
