摘要

The end of the Second World War marked the beginning of the nuclear era in world politics. New doctrines and strategies, such as balance of terror and deterrence, were enunciated to signal the shift from conventional balance of power politics and use of force. Simultaneously, the devastation witnessed in Hiroshima and Nagasaki as well as concerns regarding the proliferation of such dangerous weapons provided the impetus for several initiatives of non-proliferations mainly through arms control and disarmament. More than six decades later, the world is nowhere near the abolitionist goal.
