That the UN needs reform is undisputed. But there is hardly any convergence on what kind of reforms are needed and importantly for what purpose. The UN is what the world makes it. If it is weak and ineffective it is because the global order is unstable and dysfunctional. Therefore, the oft-asked question, whether the UN is relevant or not, actually depends on whether it can appreciate and adjust to the realities of the world. A reinvigorated UN in a world of interconnected challenges has also meant rethinking its role and reforming its organisational structures. The starting point of any reform of the UN and consequentially its redefined role is crucially tied to the expansion of the Security Council.
