No consensus exists among major Wisconsin telecom interests on how far the Public Service Commission should go in overhauling regulations to adjust to technology and market changes, judging by the first round of comments filed last week in the PSC's generic study of telecom regulatory reform. Incumbent telcos said landline telephony no longer dominates because competing technologies like wireless and VoIP were allowed to develop outside the dated controls that wireline incumbents must deal with. Incumbents said all local service providers should be under the same minimal regulation, and any rules should serve "identifiable and essential" policy goals.
