LECs Smacked in Iowa Board Order on Traffic Pumping

Iowa's Utilities Board ordered eight local exchange companies to refund unauthorized intrastate switched excess charges billed to Qwest, AT AT and Sprint, the board said Sept. 22. In filings to the FCC the same day, some accused carriers asked the commission to preempt action by the state. AT&T, Qwest and Sprint, which lauded the Iowa decision, have 30 days to file figures for refunds for the unauthorized charges. The charges were for intrastate toll traffic pumped to free calling service companies that the board found not to be end-user customers, as required. The order covers Farmers Telephone of Riceville, Farmers & Merchants Mutual Telephone of Wayland, Superior Telephone, Interstate Communications, Dixon Telephone, Reasnor Telephone, Great Lakes Communication and Aventure Communication Technology.
