The H-3 is a Japanese heavy-lift launch vehicle that will replace the H-2. Sponsor. The Japan Aerospace Exploration Agency (JAXA) sponsors the H-3 and its development. The H-3 will replace Japan's H-2 launch vehicle. JAXA wants the vehicle to carry payloads of between 2 and 6.5 metric tons to geosynchronous transfer orbit. Price Range. JAXA expects to spend about $1.9 billion to develop the H-3. Since the H-3 is in the developmental stage, no prices have been established. However, JAXA is targeting a 50 percent cost reduction to about $47 million to build the rocket. Launches will likely be sold at a price of between $50 million and $70 million per launch.
