The European Commission (EC) has withheld endorsement of a European Space Agency (ESA) policy guaranteeing "free and open" access to satellite Earth ob servation data pending a review of the poli cy's effects on Europe's Earth observation services industry, government and industry officials said.rnOperators of small Earth observation systems have expressed concerns that the policy would release vast quantities of data from European government satellite sys tems and swamp these companies' still-shaky financial viability.
