European officials hoping to secure a $3.5 billion, seven-year government program on Earth observation for environmental and security purposes have privately begun to lower their expectations. These officials say that while the proposed Global Monitoring for Environment and Security (GMES) program is almost certain to secure a place in the European Commission's financial planning, it will be nowhere near the size that government officials had called for. "The worst-case forecast is still optimistic in my view," said Bar-tolomeo Pernice, head of international affairs at the Italian Space Agency, whose government mains a firm backer of GMES.
