The Priority of Earth Science in the Space Budget

The 2005 NASA budget gives the agency nearly unprecedented flexibility in divvying up funding among the president's space exploration vision, space science and Earth science. Each activity has received its own chunk of the budget, but Congress is allowing unusual leeway to reallocate funds among these activities. Budget flexibility is a dream come true for an agency. It also makes sense for the taxpayer, on one condition.
