An effort to develop a par- tially reusable small launcher was among the casualties as members of the U.S. Senate and House of Representatives sorted out differences in their respective versions of the 2007 Defense Appropriations Act. The U.S. Air Force had hoped to conduct a small-scale demonstration of the Affordable Responsive Spacelift (ARES) launcher in 2010. But the House-Senate appropriations conference bill denied the service's $19.5 million request for the program, leaving its future in doubt.
