An International Launch Services (ILS) Proton Breeze M rocket successfully placed the Ciel 2 telecommunications satellite into orbit Dec. 11, marking an expansion of the longstanding cooperation between satellite-fleet operator SES of Luxembourg and satellite-television provider Dish Network of the United States, ILS and SES announced. The satellite is owned by Ciel Satellite Group of Canada, a company that has broad ambitions to develop Canadian government-registered orbital slots. Ottawa-based Ciel is owned principally by Borealis Infrastructure, a Canadian pension fund; and by SES Americom, SES's U.S. subsidiary.
