An empty street of housing policy shame?

WHY do we stick rigidly to policy rather than use common sense? I am applying for housing at my new duty station, having been told I cannot keep my current Service family accommodation (SFA), where eight out of 12 units have been empty for two years. My new job involves a near one-hour commute from where I'm living now but I work from home regularly.The property at my new duty station is substitute Service family accommodation (SSFA), which is in short supply. As a result, it's highly likely I will be offered the nearest SFA location, 30-minutes away.
