The quotation, which is incorrectly attributed to Otto von Bismarck, that making laws is like making sausages, is repeated in various forms, and I have noticed it more frequently in relationship to foreign policy. It is claimed that in sausage making as in foreign policy you are better off not knowing about the process and what went into it. It is the result that matters. Bernal has shown us how certain sausages have been made, the nature of the ingredients and the process of putting them together for a desired result. Perhaps his prowess is only applicable to the jerk sausage peculiar to Jamaica, but as I will show his capacity at this kind of sausage making is generic.
