The president and a second member of the California Public nUtilities Commission on Feb. 16 indicated they favored approving na short-term arrangement to have the state’s three largest investor-nowned utilities make capacity payments to Calpine Corp. to keep its nSutter Energy Center in Yuba City, Calif., operating this year, but one nother member was opposed and the remaining two were undecided.
