Working Smart and Small: The Role of Knowledge-based and Service Industries in Growth Strategies for Small States

The World Bank describes "Small States" as a diverse group of sovereign developing countries mostly with a population of less than 1.5 million. The Commonwealth Secretariat uses population size, GNP and total arable land to construct a composite index to determine the size of a state. With this definition, 32 Commonwealth countries are defined as small states; larger countries such as Jamaica and Papua New Guinea are also included as they exhibit small state characteristics such as remoteness, openness, income volatility and poverty.
