As the U.S. Defense Department goes through its transformation, the information technology arena also will undergo change to meet evolving government needs. Central to the success and efficiency of this process will be the strength and quality of information flow between those who have requirements and those who have solutions. These requirements have become more focused since the terrorist attacks of September 11, 2001. A dangerous enemy representing a distinct threat has sharpened the wish list of military planners, intelligence experts, civil government officials and law enforcement personnel. Their need to incorporate new information systems and technologies has moved from desirable to necessary, and they are relying heavily on the private sector to fulfill their requirements.
