The issue of who should pay for managing our shorelines has been debated since - well, since the need to manage shorelines arose. It may have been the first time erosion threatened to undermine a building, and someone said, "Hey, you built it there; you should pay for it!" It may have been the first time a downdrift beach started washing away when a newly created inlet stopped its sand source, and someone said, "Hey, you stole my sand with your new pass; you should pay for it!" Or perhaps it was the first time someone noticed out- that coastal counties had bigger economies than the same county just a little further inland, and they said, "Hey, we all benefit when beaches bring people here to visit, live or invest; we should all pay for it."
