The International Commission to investigate the sinking of the Estonian roro/passenger ferry ,,Estonia" in September 1994, comprising representatives from Sweden, Finland and Estonia, has presented its final report. The report not only leaves many questions open, but is regarded as more than highly questionable from other aspects. This is manifested alone in the recognisable efforts to arrange all the so-called facts about the theories presented to explain the accident soon after the sinking behind the fundamental belief that mistakes by the construction yard were fundamentally responsible for the catastrophe. The commission was obviously unable to win consideration of other factors for its report during its three-year investigation into the cause of the tragedy. This was previously brought into discussion by events including the resignations of several commission members.
