The U.S. Navy, Coast Guard and Marine Corps unveiled the nation's new maritime blueprint — "A Cooperative Strategy for 21st Century Sea-power" — on Oct. 17, putting in writing what the sea services have beenrnpracticing for a couple of years.rnAs Richard R. Burgess points out in his cover story on page 14, the strategy tries to address the problem of preparing for a broad spectrum of maritime threats — abroad and close to home — with limited resources. The only way to do that is for the sea services to cooperate with each other and with U.S. allies around the world.
