When the Santa Barbara, Calif., Council was asked by the Navy late last year to host the commissioning of the guided-missile destroyer Stockdale, the honor of the request was somewhat tempered by the abbreviated timetable the council was given to put the ceremony together. Instead of the more typical one-year lead time, the council had just six months to plan the commissioning-and raise $200,000 for its related events and expenses.
