Lawmakers and homeland security experts have expressed outrage at the U.S. Coast Guard's fiscal 2014 budget request that was unveiled by the Obama administration April 10. The Coast Guard's budget, part of the $39 billion proposal from the Department of Homeland Security (DHS), asks for a total of $9.7 billion. That sum includes $8 billion for discretionary funding, $951 million for acquisition, construction and improvements (AC&I), and calls for a reduction of 826 active-duty personnel.
