As the operational structure to the Expeditionary Force 21 framework, the "Marine Expeditionary Brigade Concept of Operations," or MEB ConOps, is designed to provide the right force at the right place at the right time. 1. The scalable MEB is the middleweight of the Corps' three standard Marine Air-Ground Task Forces. 2. Expeditionary Force 21 and MEB ConOps emphasize the relevance of the MEB to the most likely kinds of contingencies or crises that will require use of Marine forces. 3. The MEB ConOps was put to a test even before it was published, when the 2nd MEB rapidly deployed to take command of a Marine force responding to an emerging crisis in Africa.
