On 25 June, Senator John McCain (R-AZ) announced that he has introduced legislation that would fully repeal the Jones Act. The Jones Act requires that all goods shipped between waterborne ports of the United States be carried by vessels built in the US and owned and operated by Americans. McCain claims that "this restriction only serves to raise shipping costs, thereby making US farmers less competitive and increasing costs for American consumers." The issue came up recently during the discussion about how best to clean up the Gulf of Mexico oil spill. The Jones Act forbids foreign vessels from working in US waters and thus the US would not be able to accept foreign assistance.
