The 12 federal agencies involved in oceanographic research have now issued a report calling for establishment of an integrated system for monitoring the world's oceans, but the plan doesn't even mention funding, and top officials admit they have no idea what deploying such a global system of buoys, sensors, and satellites, together with the information management systems needed to make sense of it all, might cost.
