Conflicting priorities

The International Regulations for the Prevention of Collisions at Sea (Colregs) currently treats all vessels as equals in terms of size. Sail has priority over power and, in theory at least, a small vessel can have priority over a large ship except in narrow channels. That could all change if the IMO adopts a new proposal to give commercial shipping priority over leisure craft.
