Level standards?

Mariners have been troubled by security issues since sea trade began. Pirates, robbers and looters throng early maritime records and arc familiar in glamorised form through salty bedtime tales for children and Hollywood blockbusters. But piracy has not been relegated to the history books, and off the coasts of Indonesia and Somalia, for example, it remains a serious concern for mariners. Nor are security threats limited to the open sea -when ships are alongside, masters and ship managers have to guard against theft of cargo and the presence of stowaways.
