Manila will do for now

In many ways, the diplomatic conferencernthat was held in Manila in June to revise the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (the STCW Convention) and its associated code was an example of IMO at its workmanlike best. Putting aside the controversial issue of hours of work (which is not a training issue as such), the compromises agreed at Manila have left most stakeholders in the industry - owners, seafarers' unions and employers - reasonably happy.
