"Every day that goes by the consequences multiply and the costs start mounting." That astute summary of the situation created by the oil spill that followed the explosion on Deepwater Horizon came from Alabama State Port Authority chief executive officer Jimmy Lyons. But he was not talking about the continuing spill itself, or the cost to BP of containing the disaster, or even its effect on endangered sea turtles. Lyons was discussing the worst-case scenario that might require him to shut down the Port of Mobile, Alabama, as a result of the spill.
