摘要

The human element within shipping is a critical component in the maintenance of safety in maritime operations. When the IMO first sought to create global standards for seafarers' training, certification and watchkeep-ing it was motivated by a belief that improvements in safety levels go hand in hand with raising the standards of the seafarers responsible for them.
