In Costa Concordia's wake, a shaken cruise industry immediately embraced changes to procedures - the 'software' of operations - that could be enhanced virtually overnight. Now, attention is shifting to the much thornier and more expensive issue of 'hardware': changes to vessel design. "When people look for the answer on safety or a threshold that is safe enough, they don't understand the concept of safety," IHS Maritime was told by Bud Darr, senior VP of technical and regulatory affairs at the Cruise Lines International Association (CLIA). "It's an ongoing process of continuing improvement. It's not a destination: it's a journey and if you ever think you've gotten there, you don't have it right. You will never have perfect safety, just a perfect commitment to safety."
