Just how can analysis stop anything? It can be used to project and aid in a deterrence programme but at the end of the day an action is required. The success rate against pirates of a ship that is armed is 100%. No other deterrent has that record. Having armed protection on a vessel is a simple, if not the simplest, answer and likely to be the most cost-effective. It's not the be-all and end-all for every scenario. Any good defence uses multiple means to mitigate the threat. Not considering arming a vessel just because there are people who don't like the answer is not the way to go.
