Although debated for well over a decade, crew calling is yet to reach all crews on every vessel. However, the advent of the Maritime Labour Convention 2006 (MLC 2006) looks set to force owners to adopt new attitudes. While the mandatory part of the convention text makes no specific reference to providing crew communications, Guideline B3.1.11 Section 4 (j) lists facilities that, where practical, should be given at no cost to the seafarer.
