If a HSE inspector investigating an accident forms the view that expert assistance is required, a request will be made for a specialist inspector to be appointed from within one of the HSE's specialist groups. A specialist inspector can become involved in two ways: as part of the investigation team (providing specialist knowledge); or as an independent expert witness. Where expert evidence is required for a potential prosecution the specialist inspector should advise whether s/he has the appropriate expertise to act as an expert, or if an expert from outside the HSE should be instructed (such experts will often be from HSL - The Health and Safety Laboratory -an organisation originally set up to help the Executive).
