After accumulating a wealth of management experience, Trevor found himself appointed safety advisor in the new ICI Heavy Organics Chemicals (HOC) Division, which had been formed to manage the company's large tonnage and growing petrochemicals businesses. The division had had some serious incidents and Trevor was appointed to advise design and operating staff on what actions were needed to improve the situation. The new division's culture respected individual's views so this encouraged him to be forthright and radical.
