People might find it interesting to know in the 1996 presidential election year a total of 409 bills were enacted into law. In 1999, only 171 bills were enacted. Often it can take several months for the new Congress to get up and running. This is a major reason why so few bills are enacted in the first year of the congressional cycle, which also is always a non-election year. First, of all, clearly people have debunked a major Washington myth, but more importantly, people have put themselves on notice that despite the fact that next year is an election year, and a presidential one at that, they are likely to see and active and busy Congress.
