Highway Funding Deadline Looming: In September 2003, President Bush signed emergency legislation to continue TEA-21's highway and transit funding through February 29, 2004. Unless Congress acts by that date, funding in all 50 states will end. With 45 percent of all public dollars invested in transportation capital improvements flowing through the federal government, there is a great deal at stake for the industry. Congress is expected to debate TEA-21 reauthorization in February.
