The hearing before Rep. George Miller's (D-Calif.) Education and Labor Committee was billed as an effort to discuss the reasons for and solutions to the growing backlog of civil penalty cases before the Federal Mine Safety and Health Review Commission. While substantive recommendations to address the problem were advanced, the session was marred by overstated claims that some mine operators are putting miners in harm's way by abusing the process.
