Va. governor pulls from highway fund

Virginia Gov. Timothy Kaine wants to raid state highway funding, but only temporarily. He unveiled his 2008-2010 budget in mid-December, calling for increased borrowing and new spending on education, health care and the environment. He is not calling for any new taxes or an increase in taxes, but he does want to temporarily divert $180 million from highway construction to help balance the new $74 billion budget. The governor also is proposing to take $261 million from the state's reserve fund.
