PB's Highway Construction Cost Index (PB HCCI) decreased approximately 8.4 index points, or 5.3%, in the month of May 2011 (compared with April 2011). In the month, asphalt increased 24% and was the primary driver for the drastic monthly increase. Year-to-date the index has grown 10.1% and is 4.4% higher than the May 2010 value. PB HCCI comprises the following six cost components: construction labor, construction equipment, steel, asphalt and asphalt binder, aggregate and concrete. The resulting index represents average highway construction costs for the U.S. as a whole.
